Who Are Section 3 Businesses?
A Section 3 business demonstrates at least one of the following criteria:
- Is at least 51% or more owned by Section 3 residents
- Provides evidence of a commitment to subcontract in excess of 25% of the dollar award of all subcontracts to be awarded to a Section 3 business concern
- Whose permanent full-time employees include persons, at least 30% of whom are currently Section 3 residents, or within 3 years of the date of first employment with the business concern were Section 3 residents
Preferences for Section 3 Business Concerns
The City of Titusville provides for bid award preferences to certified Section 3 Business Concerns for projects/activities funded with federal grant funds under its Community Development Block Grant (CDBG), HOME Investment Partnerships Program, and Neighborhood Stabilization Program (NSP) programs.
Becoming a Section 3 Business
If you are eligible and are interested in becoming a Section 3 Business Concern registered with the City of Titusville for such preferences, you may complete a Certification Form and return it to the Neighborhood Services Department. Forms are available upon request by calling 321-567-3783.
