Titusville's visitors and residents, alike, enjoy the beauty of the Indian River that runs along the easterly boundary of the City. The Indian River is part of the Indian River Lagoon (IRL) system, which includes the Mosquito Lagoon, Banana River, Indian River, and Halifax River.
The IRL is part of the National Estuary Program, one of 28 estuaries of National Significance, and has one of the greatest diversity of plants and animals in the nation.

In 2008, the Florida Department of Environmental Protection (FDEP) established Total Maximum Daily Loads (TMDLs) for the Indian River Lagoon, which set water quality targets for pollutants such as nitrogen and phosphorus. The limits focus on water quality conditions necessary for sea grass re-growth at historical water depth limits.
The North IRL Basin Management Action Plan (North IRL BMAP), assigns the amount of nitrogen and phosphorus reductions required by each stakeholder (local governments, federal agencies, regional and state agencies). The requirements of the BMAP are incorporated into the National Pollutant Discharge Elimination System (NPDES) permits of each stakeholder.
