MONDAY OCTOBER 21, 2024

The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

The members present were Council Member Joe C. Robinson, Member Manning, Member Gary, Member Coles, and Member Mantecon. City Staff present were Terrie Frankin, Neighborhood Services Director, Tracy Davis, Neighborhood Services Grants & Contracts Compliance Manager, Sheila Martin, Neighborhood Services Special Projects Coordinator, Mandy Lamothe, Deputy Community Development Director.

IV. APPROVAL OF MINUTES FOR SEPTEMBER 23, 2024
Motion to accept the minutes as is made by Member Gary; seconded by Vice Chairperson Manning.
Motion passed by unanimous voice vote of yes.

V. NEW BUSINESS
A. Review draft 2025 Housing Incentive Plan for adoption.
Chairman Robinson stated that he believes that the AHAC has the responsibility of staying in touch with the needs of the community and believes that the AHAC has produced a good plan to present to Council. Terrie Franklin spoke to the AHAC and thanked each member for their time. Terrie Franklin also informed the Committee that the Inclusionary Zoning study would not be moving forward because at the last City Council meeting, Council voted to deny the contract with the consultant for the study. Vice Chairperson Manning suggested that the AHAC continue with its recommendations for Incentive L, inclusionary zoning, and provide Council with more information regarding inclusionary zoning and what other cities are doing.
Motion to accept the draft 2025 Housing Incentive Plan as is made by Member Gary, seconded by Member Coles. Motion passed by unanimous voice vote of yes.

Chairman Robinson welcomed the newest AHAC member, Joe Mantecon.

NONE.
- Staff update
Tracy Davis informed the AHAC that the exact date and time for the Special Council Meeting to review the 2025 Incentive Plan would be provided by Council at tomorrow’s City Council Meeting and that staff would provide the AHAC members with this information once they have it.
