The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped person, pursuant to Chapter 286.26 Florida Statutes, should, at least 48 hours prior to the meeting, submit a written request to the chairperson that the physically handicapped person desires to attend the meeting.

The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

The members present were Council Member Joe C. Robinson, Member Gary, Member Manning and Member Coles. City Staff present were Tracy Davis, Neighborhood Services Grants & Contracts Compliance Manager, and Sheila Martin, Neighborhood Services Special Projects Coordinator. The members of the public present were S. Elizabeth Adams, Steven Hisler, and Patrice Pilate.

A. Committee Elections
1. Chairperson
Motion made by Member Gary to re-appoint Council Member Robinson; seconded by Member Coles. Motion passed by unanimous voice vote of yes.
2. Vice-Chairperson
Motion made by Member Robinson to appoint Member Manning; seconded by Member Gary. Motion passed by unanimous voice vote of yes.
3. Secretary
Motion made by Chairperson Robinson to appoint city staff; seconded by Member Coles. Motion passed by unanimous voice vote of yes.
B. Future meeting dates and times
The Committee discussed the proposed timeline for future meetings and adjusted to accommodate their collective schedules.
Future meetings were unanimously approved to start at 4:30p.m.
Future meeting dates were unanimously approved occur on Mondays, specifically 9/9/24, 9/16/24, 9/23/24, 10/21/24, and 11/4/24.

V. Petitions and Requests from the public
S. Elizabeth Adams from Uplifting Nonviolence in Today’s Youth, spoke to the committee regarding the importance of preventing violence, and that violence goes beyond the traditional definition to include homelessness, substandard housing, lack of access to affordable housing, and hungry people. Mrs. Adams further stated that she and her husband, Steven Hisler, are the founder and co-founder of Uplifting Violence in Today’s Youth, which is intended to extend to the youth of today, yesterday, and tomorrow.
Chairperson Robinson formally introduced Patrice Pilate, who is an attorney and housing provider, as well as knowledgeable on various subjects that are pertinent to the AHAC. Chairperson Robinson asked City Staff to provide a general overview of the AHAC and its functions. Tracy Davis explained that the AHAC receives guidelines and recommendations from the Florida Housing Coalition regarding incentives, and that the intent of the AHAC is to review the City’s established policies, procedures, ordinances, land development regulations, and the comprehensive plan to thereby develop a housing incentive plan which would incorporate specific incentives and actions to encourage or facilitate the development of affordable housing while protecting the ability of the property to appreciate in value on an annual basis.
Chairperson Robinson, Vice-Chairperson Manning, and Tracy Davis discussed local non-profits and current affordable housing projects in the works, including Community of Hope, North Brevard Charities, Forest Glenn, and Carrfour-Apollo Gardens.
Tracy Davis spoke to the members of the public in attendance regarding the process to become part of the Affordable Housing Advisory Committee.
Ms. Pilate spoke to the committee regarding how compared to existing apartment complexes, what is defined as affordable housing, especially given the number of complexes currently being built that are receiving grant funding from the government. Tracy Davis explained that for housing projects that receive grants, the developer is only required to set aside a percentage of the units pursuant to the terms of the funding received, and Vice-Chairperson Manning stated that the type, terms, and number of units required for housing projects really is determined on a case-to-case basis.
