Laboratory Analysis for Water and Wastewater Utility - WR

The City of Titusville’s Procurement Division, on behalf of the Water Resources Department, is soliciting sealed bids from licensed and qualified laboratories certified by the Department of Health Environmental Laboratory Programs and operating under the NELAP standards, to perform certain analysis on an as needed basis for our public water and wastewater utility.  All laboratories must be experts on all related Florida standards and comply with Florida Department of Environmental Protection Drinking Water Program Reporting Format and Domestic Wastewater Program Reporting Format, and complete all reporting forms as necessary.  The City wishes to establish a multi-year contract with said laboratory. Qualifications:
Award of this bid will be made to a responsive, responsible bidder, who is qualified and experienced including the following minimum requirements and the capacity to provide the work and materials specified in accordance with the scope of work herein (please detail/show in references):
a. Bidder shall be a licensed laboratory in the State of Florida and registered to conduct business in the State of Florida in all required disciplines with all licenses, permits, and certificates. A copy a valid documentation shall be included with submission.
b. Bidder shall have expert knowledge of the State of Florida Standards, Regulations and report formatting for FDEP and other regulatory agencies.
c. Bidder must be able to provide a website for the City staff to have 24/7 access to all report data. As well as need the reporting requirements set forth in the scope of work herein this document.
d. Bidder shall have two (2) years prior experience work as a licensed laboratory and be able to document having satisfactorily performed similar sampling jobs within the state of Florida, in accordance to the Florida Department of Environmental Protection Agency. Additionally, the City reserves the right to award the contract to a Bidder who can demonstrate that it is qualified and capable to undertake the Work, as determined only by the City, provided that it submits the lowest bid in compliance with the requirements contained in the bid documents, and that it is in the City’s best interest to accept said bid.
e. Bidder shall have the proper certifications to perform PAFS and UMCRs sampling tests.
