Variable Costs vs. Fixed Costs

In order to provide you with water and sewer service, Titusville incurs both variable and fixed costs. Variable costs increase with more production or usage, such as if more water is used or more sewage is treated. Fixed costs tend to remain the same regardless of increases in use.

Variable costs - electricity, chemicals, etc. Fixed costs - personnel, debt payments, renewal & replacement capital, other fixed O&M, return on investment.
