ROAD CLOSURE NOTICE: S. Park Avenue at Smith Lane (south side of Smith) will be closed for TWO WEEKS starting October 15 at approximately 6 a.m.  The road will be closed 24-hours a day throughout the time period.  A detour will run through Smith Ln. out to Park Avenue and the side streets such as Rosella and Tudor.

John "Jay" Cullen

Commander John "Jay" Cullen (Ret.)

John “Jay” Cullen joined the Titusville Police Department in February of 1972.  After working Patrol until 1977, he went into Investigations until 1981 when he took a job offered at another police department. Jay returned to our department in 1983.
 
Jay began working with the youth in our Explorers early in his career and eventually ran the program for many years. Jay was also the department’s PIO (department spokesperson) for many years. Jay was a graduate of the prestigious FBI National Academy Session #149. Jay was promoted to Commander in 1997.
 
Jay received an impressive amount of recognition during his career including: Two Citywide recognitions for his work with the Explorer Youth Program, 1995- Chief’s Choice Award, 1997- City Manager’s Award, Officer of the Month five times, Life Saving Award in 1994, and a Good Conduct Award.
 
Jay passed away unexpectedly in 2000 while still a Commander with our department.
