                The scheduled meeting of the Titusville Code Enforcement Board was called to order    at 2:00 pm in the Council Chambers, City Hall, 555 S Washington Avenue, Titusville, FL.

Officer Tuggle submitted a Cost Recovery Statement in the amount of $155.56 as Exhibit # 3. Officer Tuggle testified that the property located at 302 Willow Street remains in violation of Section 12-23; Junk and Debris, Section 6-109; Property Maintenance, Sub Section 302.7; Accessory Structures – Fence, Sub Section 303.1; Swimming Pool Maintenance and Sub Section 303.2; Enclosures.

                                MOTION BY GINA BECKLES, SECONDED BY ED MONIZ THAT THE BOARD ISSUE ITS FINDING OF VIOLATION AND ORDERING THE RESPONDENT TO CORRECT THE VIOLATION ON OR BEFORE DECEMBER 6, 2019, IF THE VIOLATION IS NOT CORRECTED A FINE IN THE AMOUNT OF $50.00 PER DAY FOR EACH VIOLATION WILL BE IMPOSED TO COMMENCE DECEMBER 9, 2019. Officer Lewis entered a building permit application as Exhibit #5 and email from Paul Ballington as Exhibit #6. Officer Lewis testified that the property located at 2300 Columbia Boulevard remains in violation of Section 6-56; Permit Required.

Officer Lewis submitted a Cost Recovery Statement in the amount of $102.73 as Exhibit # 3. Officer Lewis testified that the property located at 2405 Jay Jay Road remains in violation of Section 34-10; Permit Required.  
Jim Garrison, President of Garrison Construction, and Victor Salenica, Respondent, were present and provided testimony.
The Board took a fifteen-minute recess.
Kwabena Ofosu, Community Development Engineer, advised the Board on the difference between a Roadway and a Driveway.
MOTION BY ED MONIZ, SECONDED BY GINA BECKLES THAT THE BOARD ISSUE ITS FINDING OF VIOLATION AND ORDERING THE RESPONDENT TO APPLY FOR A PERMIT WIITHIN 30 DAYS OF ISSUANCE OF THE SIGNED BOARD ORDER, AND OBTAIN A PERMIT 60 DAYS AFTER PERMIT APPLICATION HAS BEEN SUBMITTED, IF THE VIOLATION IS NOT CORRECTED A FINE IN THE AMOUNT OF $250.00 PER DAY FOR EACH VIOLATION WILL BE IMPOSED TO COMMENCE 60 DAYS AFTER PERMIT APPLICATION. THE BOARD RESERVED COSTS IN THE AMOUNT OF 102.73.

CODE ENFORCEMENT MANAGER’S REPORT
Code Manager, Glenn Tolleson, introduced the new Code Officer, Mae Wright, to the Board. Mr. Tolleson advised the Board that the City will be demolishing six properties soon. Mr. Tolleson also advised the Board that he will be speaking before City Council in reference to advisability of a Special Magistrate.
