The 2019-2020 Student Advisory Council (SAC) met in regular session on Tuesday, September 17, 2019 in the Break Room, 2nd Floor, City Hall, 555 South Washington Avenue, Titusville, Florida. Co-Chair Isabella Alminana called the meeting to order at 4:00 p.m. Present were Co-Chairpersons Isabella Almiñana, Josiah Johnson and Members Taylor Batson, Aliyah Deimeke, Emilee Ellis, Isaac Gutman, Ben Hamilton, Caleb Phillips, Jacob Phillips, Savannah Sevor, and Aiden Sperr.  Co-Chair Simon Recicar was absent.
 
Also in attendance were North Brevard Home School Association (NBHSA) Advisor Cathie Gutman, Titusville High School (THS) Advisor Louise Bronar and Secretary/Staff Liaisons Debbie Denman and Jolynn Donhoff.

MINUTES
 
Motion:
Member C. Phillips moved to approve the minutes of the regular Student Advisory Council (SAC) meeting of August 20, 2019, as submitted. Member J. Phillips seconded the motion. The motion carried unanimously.

NEW BUSINESS
 
Assignment of Vice-Chairperson and Secretary – The recommended action was to assign Council members to the positions of Vice-Chairperson, Secretary, and any other officers the Council deemed necessary. Council might also assign a photographer to capture and document the Council’s activities.
 
Member C. Phillips volunteered for the position of Vice-Chairman and Council concurred. Co-Chair Johnson nominated Member Batson for Secretary and she accepted. Additionally, Member Sperr agreed to take the position of photographer.

City Sr. Media Specialist Kurtis Korwin was present to assist the SAC with the agenda item - Improve the DrinkDriveDie.com webpage and initiate related projects, such as updating the 2008 The Last Dance Prom Video.
 
Motion:
Vice-Chair C. Phillips moved to modify the Student Advisory Council’s agenda and immediately hear agenda item - Improve the DrinkDriveDie.com webpage and initiate related projects, such as updating the 2008 The Last Dance Prom Video next. Secretary Batson seconded the motion and it carried unanimously.
 
OLD BUSINESS Item D -
 
Improve the DrinkDriveDie.com webpage and initiate related projects, such as updating the 2008 The Last Dance Prom Video – Staff recommended viewing the 2008 The Last Dance anti-drinking and driving video that inspired the DrinkDriveDie.com webpage and hear from SAC Webmaster Caleb Phillips on his discussions with the City’s Sr. Media Specialist K. Korwin, who would lend his assistance with updating the 2008 video, with a possible and additional theme of anti-texting and driving. If undertaking a new video, staff also recommended using a planning guide to stay organized.
 
Due to the Student Advisory Council’s (SAC) meeting was relocated to the break room/kitchen in City Hall, there was a question of whether it was possible for the SAC to view (watch) the 2008 video. Staff recommended the SAC work on another project for a few minutes, until the City’s Sr. Media Specialist Kurtis Korwin had enough time to retrieve the 2008 The Last Dance prom video.

 
Motion:
Vice-Chair C. Phillips moved to table Improve the DrinkDriveDie.com webpage, etc. until after the Student Advisory Council could view the 2008 video at the meeting. In the interim, the motion also included immediately hearing agenda item Participate or Organize a Beach Clean-up. Co-Chair Johnson seconded the motion and it carried unanimously.

Participate or Organize a Beach Clean-up – The previously decided target date was Saturday, October 26, 2019 at the Canaveral National Seashore, 9:00 a.m. to 11:30 a.m. The SAC reviewed and discussed the information provided in an email from Canaveral National Seashore and Interpretive Park Ranger Ashley Lord and SAC Council Liaison Donhoff. After brief Council or Student Advisory Council (SAC) discussion, the SAC were in agreement on the following:
  • The beach clean-up would be held on October 26, 2019 from 9:00 a.m. to 11:30 a.m.
  • Participants would include the SAC, Titusville High (THS) Interact and Environmental Club, and Astronaut High (AHS) Interact and Student Government Associations.
  • North Brevard Home School Association (NBHSA) 9th – 12th grades would be invited to participate.
  • Member Sperr would bring garbage bags.
  • SAC would contact Interpretive Park Ranger Lord to ask what she would supply and then the (SAC) would supply the rest.

Support the Chamber of Commerce with hosting the 2020 Longest Table EventPer Council’s request in August, staff invited Chamber of Commerce President Marcia Gaedcke to this meeting; however, Ms. Gaedcke was unavailable. Ms. Gaedcke had communicated through staff that she was looking forward to the Student Advisory Council’s (SAC) assistance and with this event. Ms. Gaedcke would attend the next regular SAC meeting on October 15, 2019 to discuss the project with the SAC.

Continued: OLD BUSINESS Item D -
 
Improve the DrinkDriveDie.com webpage and initiate related projects, such as updating the 2008 The Last Dance Prom Video - The Council viewed (watched) the 2008 The Last Dance video and were in agreement to use the 2008 theme as the foundation for updating and creating a new video. City Sr. Media Specialist K. Korwin offered strategies for writing and acting. He advised that the first steps to making a video were to designate the writers. Mr. Korwan also recommended the following: (1) start with two main characters, (2) develop the secondary characters - no more than four, (3) develop the background characters, and (4) write the story.
 
Council discussed the video and agreed to the following items:
  • The new video would be approximately 5 to 10 minutes in length.
  • The video would take place in Titusville.
  • The video would include the Prom theme.
  • Co-Chair Alminana, Secretary Batson, Co-Chair Johnson, and Member Sperr would begin to write the story.
  • A special Student Advisory Council (SAC) meeting would be scheduled to allow collaboration between the writers.

Mini-Grants for Youth Service Projects - America’s Promise Alliance: Power of Youth Challenge – Member Sevor provided the qualifications and rules to apply for the mini-grant. The Mini-Grant for Youth Service Project died, due to the SAC’s (Council’s) lack of interest.

The Council revisited the Participate or Organize a Beach Clean-up agenda item and discussed what items participants may need to bring with them to the beach (sunscreen, drinking water, etc.). The SAC agreed that half of the participants would start the clean-up at parking area no. 1 and the other half at parking area no. 8. Then, all participants would work toward each other and meet in the middle. It was recommended to see whether a local business would donate water. There would be further discussion at the regular SAC meeting on October 15, 2019.

Host a Leadership Seminar (Tentatively scheduled on Thursday, March 5, 2020 and back-up date March 12, 2020) – The recommended action was to use the “updated” planning guide included in the agenda package to help plan, organize, and carry-out this event. Liaison Donhoff advised that the venue and conference facility at Parrish Medical Center was not available on the original desired dates in March 2020; however, the hospital’s conference facility was available on February 13, 2020 and February 27, 2020 (new suggested dates).
 
Discussion ensued and the Council secured the following details for the project:
  • New Seminar Date:  Thursday, February 27, 2020
  • Venue:  Parrish Medical Center 
  • Facilitator:  Mr. Geo Ropert
  • Dress:  Business Casual
  • Main Focus Activity:  Groups will create a Model City. Show relationships, zoning, etc.
  • Peer Application:  Use the application provided in the SAC’s September 17th agenda package.
  • Keynote Speakers (Unconfirmed):
  • Co-Chair Alminana would contact City Council Members Dan Diesel and Sarah Stoeckel and inquire on their availability.
  • Secretary Batson would contact Mr. Bales (teacher) to inquire about his availability. 
  • Lunch (Unconfirmed):  Would be provided by Parrish Medical Center.
Per Liaison Donhoff, Mr. Geo Ropert would attend the Council’s next meeting on October 15, 2019.

Vice-Chair C. Phillips advised that Florida House of Representative Rene “Coach P” Plasencia was available to speak at the regular SAC meeting on November 19, 2019.

Secretary Batson would see whether Nitin (Sunny) Aggarwal would donate supplies for the beach clean-up.

Co-Chair Alminana stated that she felt everyone was doing a great job and was confident that Council could work together to get their projects completed.

Personal Meeting & Project Preparation Time SheetMembers wishing to track personal hours preparing for meetings and events (monthly basis), were encouraged to submit their time sheets to the City liaisons.
 
Agendas – As announced at the Student Advisory Council’s first meeting on August 20, 2019, the monthly meeting agenda will be emailed to members at least five (5) calendar days prior to each Student Advisory Council (SAC) meeting; However, City liaisons typically had difficulty with one or two email addresses. It is each SAC Member’s responsibility to obtain and study the agenda prior to the meetings.

Motion:
Vice-Chair C. Phillips moved to adjourn the meeting at 5:23 p.m. Secretary Batson seconded the motion. The motion carried unanimously.
