      NOTICE        
 

All persons who anticipate speaking on any Public Hearing item must fill out an Oath Card to be heard on that agenda item and sign the oath contained thereon. These cards are located on the table near the entrance to the Council Chamber or may be obtained from the Recording Secretary. This meeting will be conducted in accordance to the procedures adopted in Resolution #24-1997

Those speaking in favor of a request will be heard first, those opposed will be heard second, and those who wish to make a public comment on the item will speak third. The applicant may make a brief rebuttal if necessary. A representative from either side, for or against, may cross-examine a witness.

Anyone who speaks is considered a witness. If you have photographs, sketches, or documents that you desire for the Commission to consider, they must be submitted into evidence and will be retained by the City. Please submit such exhibits to the Recording Secretary.

  6. QUASI-JUDICIAL CONFIRMATION PROCEDURES        
               
  The following items are subject to quasi-judicial rules of procedure. Anyone wishing to speak on any of these items must first sign a Public Hearing Agenda Card and sign the oath contained thereon. Those speaking in favor of a request will be heard first.     A. Whole 9 Yards Rezoning No. 2-2019        
     

Conduct Public Hearing of REZ No. 2-2019 to adopt an ordinance amending Ordinance No. 5-1993  of the City of Titusville, by amending the zoning map made a part of said ordinance by reference by replacing the present Light Industrial Services and Warehousing (M-1) zoning with Community Commercial (CC) zoning for a 0.59 acre property located at 486 North Washington Avenue

       
    B. SSA No 2-2019 2001 South Street Parcel 514        
     

Conduct Public Hearing for Small Scale Comprehensive Plan Amendment with rezoning SSA Number 2-2019, 2001 South Street Parcel 514, and make a recommendation to Council.

 

Staff Recommendation:
Comprehensive Plan Amendment: Staff recommends adoption of SSA No. 2-2019 to amend the FLUM by replacing the Low Density Residential and amending the Downtown Mixed Use, High Density Residential, and Conservation Future Land Use Designations with the Downtown Mixed Use, Conservation and Multifamily High Density Residential Future Land Use Designations.

Rezoning:  Staff recommends approval of the request to rezone to replace the present Single-Family Medium Density (R-1B) and amend the Multifamily High Density Residential (R-3) and Open Space and Recreation (OR) zoning districts with the Multifamily High Density Residential (R-3) and Open Space and Recreation (OR) zoning districts.

       
    C. Comp Plan Amendment - Reclaimed Water Lines        
      Consider CPA No. 3-2019 for transmittal to Florida Department of Economic Opportunity and make a recommendation to Council.        
    D. Ordinance Relating to Retention in the ACC        
      Review the ordinance relating to retention in the Area of Critical Concern, and make a recommendation to City Council.

    A. New Development Law        
      Information item only. No action is needed. Assistant City Attorney, Chelsea Farrell will give a presentation on the new law.
