Regular Meeting
December 8, 2020

 

The Community Redevelopment Agency (CRA) of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, December 8, 2020.


Call to Order/Determination of a Quorum

 

Chairperson Diesel called the meeting to order at 5:30 p.m. Present were Chairperson Dan Diesel, Vice-Chairperson Jo Lynn Nelson and Members Jim Ball, Robert Jordan, Greg Aker, Joe Robinson, and Sarah Stoeckel. Also present were Executive Director Scott Larese, Community Redevelopment Agency (CRA) Attorney Richard Broome, and Sr. Administrative Assistant Caitlin Rodriguez who also completed the minutes. 


Invocation/Pledge of Allegiance

 

Chairperson Diesel asked for a moment of silence and then led the entire assembly in the Pledge of Allegiance to the Flag. Sr. Administrative Assistant Caitlin Rodriguez read the procedure for public comment.


Approval of Minutes 

Motion:
Member Jordan moved to approve the minutes of the Community Redevelopment Agency meeting on Tuesday, November 10, 2020. Vice-Chairperson Nelson seconded the motion. The roll call vote was as follows:

New Business 

 Memorandum of Agreement between City of Titusville, the Titusville Community Redevelopment Agency and the Merritt Island Wildlife Association Regarding the Merritt Island Wildlife Association and the Downtown Welcome Center – The request was for the Community Redevelopment Agency (CRA) to approve the Memorandum of Agreement (MOA) between the City of Titusville, the Titusville CRA and the Merritt Island Wildlife Association regarding the Merritt Island Wildlife Association temporarily utilizing space in the Downtown Welcome Center.

At the Community Redevelopment Agency meeting on November 10, 2020, the Community Redevelopment Agency authorized the City Attorney’s office to draft a Memorandum of Agreement (MOA) between the Community Redevelopment Agency, the City of Titusville, and the Merritt Island Wildlife Association to permit the Merritt Island Wildlife Association to temporarily utilize space within the downtown Welcome Center.
 

Motion: 
Vice-Chair Nelson moved to approve the Memorandum of Agreement (MOA) between the City of Titusville, the Community Redevelopment Agency, and the Merritt Island Wildlife Association, as recommended. Member Ball seconded the motion. The roll call vote was as follows:

Public Bicycle Repair Stations – City Manager Larese outlined the information included in the agenda packet. The request was for the Community Redevelopment Agency to authorize staff to purchase two (2) public bicycle repair stations and locate the stations at the Welcome Center, and near Broad Street and Indian River Avenue by the public restrooms at Veterans Park.

Motion:
Member Jordan moved to authorize staff to purchase two (2) public bicycle repair stations and locate the station at the Welcome Center, and near Broad Street and Indian River Avenue by the public restrooms at Veterans Park, as recommended. Vice-Chairperson Nelson seconded the motion. The roll call vote was as follows:

Petitions and Requests from the Public Present

Gloria Brinson requested the Community Redevelopment Agency (CRA) make a recommendation to City Council to consider a street re-naming, a memorial on Orange Street, or a plaque on the new bridge connecting Veteran’s Memorial Park and Space View Park in honor of Mr. Ed Poe. A consensus was met from the CRA to make a recommendation for approval to City Council for one of the three memorialization options in honor of Mr. Ed Poe.


Mr. Brinson spoke briefly on Mr. Ed Poe’s love for the Indian River and the City of Titusville. 


Laurilee Thompson expressed her concerns on the Florida Department of Transportation (FDOT) dumping rocks and fill dirt at the south side of the east side of the A. Max Brewer Bridge Causeway which would affect the horseshoe crab nesting in that specific area. The CRA directed staff to reach out to FDOT regarding the dumping of the rocks in the Causeway.


Executive Director’s Report 

 Executive Director Larese advised that all items were informational only.


Member Ball requested that the Titusville Community Redevelopment Agency (CRA) go on record to recognize previous Chairperson Walt Johnson for his service on the CRA. There was a consensus by the CRA for Chairperson Diesel to put together a proclamation honoring previous CRA Chairman Walt Johnson. 


With no further business to discuss, the meeting adjourned at 6:03 p.m.
