NOTICE
All persons who anticipate speaking on any Public Hearing item must fill out an Oath Card to be heard on that agenda item and sign the oath contained thereon. These cards are located on the table near the entrance to the Council Chamber or may be obtained from the Recording Secretary. This meeting will be conducted in accordance to the procedures adopted in Resolution #24-1997.
Those speaking in favor of a request will be heard first, those opposed will be heard second, and those who wish to make a public comment on the item will speak third. The applicant may make a brief rebuttal if necessary. A representative from either side, for or against, may cross-examine a witness.
Anyone who speaks is considered a witness. If you have photographs, sketches, or documents that you desire for the Commission to consider, they must be submitted into evidence and will be retained by the City. Please submit such exhibits to the Recording Secretary.

Any person who decides to appeal any decision of the Historic Preservation Board respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped person, pursuant to Chapter 286.26 Florida Statutes, should at least 48 hours prior to the meeting, submit a written request to the chairperson of the meeting that the physically handicapped person desires to attend.
The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session in the Council Chamber at City Hall, located at 555 South Washington Avenue on Monday, December 7, 2020 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Jonas, Member Green, Member Gaetjens and Alternate Member Shifalo. Member Foster was absent. Also attending was Planning Manager Brad Parrish, Redevelopment Planner Tim Ford, and Recording Secretary Laurie Dargie.

Secretary Adams motioned to approve the minutes from the November 2, 2020 meeting. Vice Chairman Petyk seconded. There was a unanimous voice vote

Old Business
Review and approve the proposed revisions to the Certificate of Appropriateness (COA) application
Mr. Ford gave an overview of this item.
Chairman Kiesel referred the Historic Preservation Board to page 10 of the agenda packet and asked that architect be added to the following language “a letter or written report indicating a structural deficiency from a licensed engineer or building inspector.”. Chairman Kiesel asked Mr. Ford if he could find out whether or not a building inspector has the credentials to determine whether or not a building is structurally sound. Mr. Ford said he will research these two requests and find out. Mr. Ford will include it on the application or remove based on his findings.

Secretary Adams made a motion to approve the Certificate of Appropriateness application changes and authorize the discussed changes if necessary based on staff’s research and findings. Vice Chairman Petyk seconded. There was a unanimous voice vote in favor.

Reports
Mr. Ford gave an update regarding the Imperial Towers National Register nomination hearing.
Mr. Ford gave an update regarding the historic booklet and walking/driving tour grant. Mr. Ford asked what the Historic Preservation Board would like to see done regarding black/white or full color booklets. The Historic Preservation Board members asked if staff could let them know how many of the photos are in black/white or in color, so they have a better idea as to if using full color would be worthwhile.
Mr. Ford asked if the Historic Preservation Board members would like to include some of the historic areas outside of the City of Titusville in the booklet such as: Windover dig, Harry T. & Harriett Moore Center, La Grange Cemetery and Kennedy Space Center. The Historic Preservation Board members were in agreement to include these in the booklet due to their important significance but to keep the information regarding them minimal.
Mr. Ford asked if the Historic Preservation Board were interested in using the Curatescape website-mobile app for two years free. The Historic Preservation Board were in agreement to use the website-mobile app for two years free.
Mr. Ford asked the Historic Preservation Board members to give him feedback as to anyone who might be interested in giving an interview and doing audio recordings for the website/mobile app regarding history and landmarks. The Board members were asked to send this information to Mr. Ford via e-mail.
Mr. Ford said he spoke to Mr. Davis with the Neighborhood Conservation District who said he would like to meet sometime the first of the new year.
Mr. Ford said that a Certificate of Appropriateness for the Carter House will be coming before the Historic Preservation Board for review at the January 4, 2021 meeting.
Mr. Ford said that the plans for 346 S. Washington Avenue have been submitted and are being reviewed.
Mr. Parrish updated the Historic Preservation Board members that the City of Titusville’s website has a GIS mapping tool that will allow properties to be seen from a past and present view. Mr. Parrish said he will be providing an e-mail to the Historic Preservation Board members with instructions as to how to access this tool .
Vice Chairman Petyk asked for an update on the Walker Hotel. Mr. Ford said it is a total rebuild inside and outside.
Member Gaetjens asked if the Searstown Mall is being demolished. Mr. Parrish said that the property owner has submitted a Comprehensive Plan Amendment that went before the Planning and Zoning Commission for transmittal approval and it will be going before City Council on December 8, 2020 for approval of transmittal to the State. The request if approved by City Council is transmitted to the State for review and comments will be sent back to the City of Titusville for review. Mr. Parrish said that it does include demolition of the current structure and redeveloping the entire site.
Member Shifalo said she would encourage that all of the Historic Preservation Board members to stay informed with what is going on with all of the City of Titusville Boards/Commissions and City Council meetings.
Chairman Kiesel said he used to receive e-mails with updates as to what was going on in the city and county, but he does not receive those e-mail updates anymore. Mr. Ford said he would check and see why those e-mails are not sent anymore.
