Notice
All persons who anticipate speaking on any Public Hearing item must fill out an Oath Card to be heard on that agenda item and sign the oath contained thereon. These cards are located on the table near the entrance to the Council Chamber or may be obtained from the Recording Secretary. This meeting will be conducted in accordance to the procedures adopted in Resolution #24-1997
Those speaking in favor of a request will be heard first, those opposed will be heard second, and those who wish to make a public comment on the item will speak third. The applicant may make a brief rebuttal if necessary. A representative from either side, for or against, may cross-examine a witness.
Anyone who speaks is considered a witness. If you have photographs, sketches, or documents that you desire for the Commission to consider, they must be submitted into evidence and will be retained by the City. Please submit such exhibits to the Recording Secretary.

Any person who decides to appeal any decision of theTitusville Environmental Commission with respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped person, pursuant to Chapter 286.26 Florida Statutes, should at least 48 hours prior to the meeting, submit a written request to the chairperson of the meeting that the physically handicapped person desires to attend.
The Titusville Environmental Commission (TEC) of the City of Titusville, Florida met in regular session in the Council Chamber at City Hall, located at 555 South Washington Avenue on Wednesday, November 11, 2020 at 5:30pm.

Chairman Myjak called the meeting to order at 5:30pm. Present were Vice Chairman Bobbitt, Member Perez, Member Yount, Member Rice, Alternate Member Young and Alternate Member Thompson. Member Le and Member Tucker were absent. Staff present was Sustainability Planner Eddy Galindo, Assistant City Attorney Chelsea Farrell, and Recording Secretary Laurie Dargie.

Assistant City Attorney Farrell swore in Laurilee Thompson as an Alternate Member to the Titusville Environmental Commission.

Vice Chairman Bobbitt made a motion to approve the minutes from the October 14, 2020 meeting. Member Perez seconded the motion; there was a unanimous voice vote in favor.

Election of Officers
Michael Myjak nominated Bryan Bobbitt to be the Chairman.
Thomas Perez nominated Michael Myjak to be the Chairman. Mr. Myjak declined.
Mr. Bobbitt accepted the nomination.
A roll call was done to accept Bryan Bobbitt as the Chairman of the Titusville Environmental Commission.

Stan Johnston of 860 Poinsettia Avenue Titusville, Florida came to speak about this item. Mr. Johnston said he would like anyone who supports the fraud going on in the City of Titusville to resign.

Chairman Bobbitt nominated Bill Young to be Vice Chairman. Mr. Young declined.
Chairman Bobbitt nominated Laurilee Thompson to be Vice Chairman. Ms. Thompson accepted.
A roll call was done to accept Laurilee Thompson as the Vice Chairman of the Titusville Environmental Commission.

Titusville Environmental Commission Semi-Annual Report
Mr. Galindo asked if the Titusville Environmental Commission would like the semi-annual report given as a written report or if someone from the Commission would like to present the report in person to City Council.
Member Myjak volunteered to present the semi-annual report to City Council in person. Mr. Myjak said he would also like to give an update to City Council regarding Brookshire and other issues that need to be before City Council. Chairman Bobbitt said he agrees with Member Myjak about bringing these items up before City Council, however it should not be apart of the semi-annual report.
Stan Johnston of 860 Poinsettia Avenue came to speak in regards to this item.

Member Myjak made a motion to accept the semi-annual report and will present it to City Council in person at the November 24, 2020 City Council meeting. Member Young seconded.

Strategic Planning Activity
Mr. Galindo asked the Titusville Environmental Commission members to provide the environmental concerns of the City of Titusville that they would like to focus on, discuss, and work towards taking action upon during future Titusville Environmental Commission meetings.
The Titusville Environmental Commission came up with the following list of environmental concerns facing the City of Titusville that they would like to focus upon during future Titusville Environmental Commission meetings.
- Zero Energy Buildings (commercial and residential)
- Photovoltaic (city buildings)
- Stormwater run-off (community-wide)
- Community Outreach
- Photovoltaic private/co-op awareness
- Tree canopy
- Shoreline restoration
- Enhance mobility
- Community Volunteers (beautification projects, plantings etc.)
- Behavioral Change (cleanup litter & blight)
- Low Impact Development (LID)
- Herbicide alternatives
- Improve energy efficiency of city/private buildings
- Environmental metrics
- Composting
- Light pollution
- Control of exotic plants
The Titusville Environmental Commission ranked their top five choices by marking the list. Mr. Galindo will tally the marks and will provide the top five topics to Commission.

Chairman Bobbitt asked to received the entire list so that the Commission members can have time to think about the brief discussions that took place regarding why each topic is important. Chairman Bobbitt said the Titusville Environmental Commission can make any adjustments they feel are needed to the priority list or even add topics if anyone thinks of a topic of concern that should be addressed by the Commission.

Chairman Bobbitt said he looks forward to the Titusville Environmental Commission meetings being very productive with action items.
Public Comment
Stan Johnston of 860 Poinsettia Avenue Titusville, Florida came to speak. Mr. Johnston spoke about fraud, dishonesty, his e-mails, and back water and flooding.

Reports
Member Rice said that the Titusville Environmental Commission should educate themselves on some of the topics such as LEEDS so they can better discuss the topics that come before the Titusville Environmental Commission.
Chairman Bobbitt said that the Titusville Rotary is receiving a grant for $2,500.00 in September 2021 that they are going to use towards composting bins.
Chairman Bobbitt said that Keep Brevard Beautiful (KBB) did a low-income community cleanup. He said there were volunteers including kids that cleaned up 600lbs of trash. He said that this kind of activity builds sweat equity in the community.
Member Young said that composting could be used to promote a community garden also.
