The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, August 7, 2023 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m.  Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens, Member Shifalo, Alternate Member Davis and Alternate Member Crofton. Member Foster and Member Jonas were absent. Also attending was Redevelopment Planner Tim Ford, Development Director Brad Parrish, Redevelopment Planner Sue Williams and Recording Secretary Laurie Dargie.

Member Shifalo motioned to approve the minutes from the June 5, 2023 meeting. Secretary Adams seconded. There was a unanimous voice vote in favor.

New Business

 

Historic Preservation Board Priorities for 2023/2024

The Historic Preservation Board (HPB) had discussion regarding their priorities for 2023/2024.   The Historic Preservation Board would like to focus on the following:

 

  • Public outreach in desire to promote for more local historic designations
  • Reach out to the property owners again whom the Historic Perseveration Board determined would be good local designations

 

Chairman Kiesel asked if a letter could be drafted to the realtor or realtor company who is selling Jane Speidel’s house at 602 Indian River Avenue  in order to inform them that it is locally designated.  Mr. Parrish said that staff would draft a letter.

 

Mr. Parrish said that staff would find and share the list of the properties that the Historic Preservation Board previously reviewed as a list of potential designations.

 

Discussion took place regarding the Florida East Coast Railway (FECR) and the desire to have the train station documented. The HPB asked that staff speak with the historic preservation consultant to see what the cost of documenting the FECR would be and if a document was done it could be high-lighted in the Titusville Talking Points.

 

The Historic Preservation Board will discuss historic district signage when Member Foster returns.

 

Member Shifalo would like to see public outreach activities be done that allow for more tours and to high-light the already locally designated properties.

 

Discussion took place regarding how historic preservation can be incorporated into economic development.   Chairman Kiesel said he would work with Mr. Parrish in regards to including historic preservation into economic development.

 

Chairman Kiesel asked if staff could contact someone with Habitat for Humanity in efforts to see if there are any opportunities to help with restoration projects.

Training opportunities

Mr. Parrish went over the training opportunity that the City of Titusville could host for Cemetery Resource Protection Training (CRPT).  Mr. Parrish said that the training would be done here in Titusville and it would be open to the public.  The Historic Preservation Board members all agreed to reaching out to have the training hosted in Titusville. Vice Chairman Petyk said she has been certified in CRPT.

 

Mr. Parrish said he will speak to Florida Public Archaeology Network (FPAN) about providing this training in February or March of 2024.

 

Member Davis said that FPAN came and gave training in the past and gave some information regarding this training. He would really like to get the community involved.

 

Mr. Parrish said that staff will provide public notice with the Titusville Talking Points, on the website, on the signs and the HPB can also have a nice publication done in the newspaper. Mr. Parrish said he will provide information as to what the cost may be for a nice publication.

 

Mr. Parrish informed the HPB that Sarah Miller with FPAN will be at La Grange cemetery on Wednesday August 16, 2023 at 10:00am to mark boundaries and that the HPB could come and watch if they would like to.

 

Consider documenting Oliver’s Camp House

Mr. Parrish asked if the HPB has any desire to do any reporting or documentation of Oliver’s Camp House before it is demolished.  The Historic Preservation Board said that the Oliver’s Camp House has been very well documented and there was no need to have any further documentation done by the board.
