The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday June 7, 2023 at 6:00 p.m.

Chairman Richardson called the meeting to order at 6:00 p.m. Present were Vice Chairman Aton, Secretary Grant, Member Perez, Member Garrod, Alternate Member Childs, Alternate Member Rogers and School Board Member Gilbert. Member Fayson was absent. Also in attendance were Community Development Director Brad Parrish, Principle Planner Eddy Galindo, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Member Garrod made a motion to approve the minutes from the May 17, 2023 meeting. Vice Chairman Aton seconded. There was a unanimous voice vote.

Chairman Richardson recognized former Chairwoman Jane Speidel as being the recipient of the Mayor’s Award for Community Spirit.

Accessory Dwelling Units
Mr. Galindo gave an overview of this item.
Discussion took place amongst the Planning and Zoning Commission members and staff regarding Accessory Dwelling Units (ADU’s). Some topics of discussion were ADU’s in the Indian River City Neighborhood Commercial zoning district and the requirement for a conditional use permit, the parking requirements for ADU’s, reduced transportation impact fees, the maximum and minimum size limitations, allowing for rental use or not, and potential grant assistance for ADU’s as affordable housing.
Chairman Richardson requested that this be placed on the next Planning and Zoning Commission agenda and the Commission can take a line by line look at Palm Bay’s ADU ordinance.

Comprehensive Plan & Land Development Regulations (LDR) Update
Mr. Parrish provided a PowerPoint presentation update on the Comprehensive Plan & Land Development Regulations based on comp plan update project and visioning exercises presented by the City’s consultant at the last few Council meeting.
Discussion took place amongst the Planning and Zoning Commission members and staff.

Sunshine Refresher 2023
Assistant City Attorney Farrell provided a Sunshine Law refresher.

Member Rogers suggested that the minimum size in Planned Development have a range from 400 sq. ft. to 600 sq. ft. Member Rogers asked if this can be discussed. Chairman Richardson asked that this be added as an item for discussion at the next Planning and Zoning Commission meeting.
