The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, March 6, 2023 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Jonas, Member Shifalo, Member Gaetjens, Member Foster and Alternate Member Davis. Alternate Member Crofton was absent. Also attending was Redevelopment Planner Tim Ford, Development Director Brad Parrish, and Recording Secretary Laurie Dargie.

Secretary Adams motioned to approve the minutes from the February 6, 2022 meeting. Member Jonas seconded. There was a unanimous voice vote in favor.

Mr. Parrish asked if the Historic Preservation Board members would move Item 7C to be heard first as the consultant with JMT, Sara McLaughlin is joining via TEAMS to give a presentation. The Historic Preservation Board agreed to hear Item 7C first.

New Business
Titusville Architectural Style and Design Guidelines manual draft
Chairman Kiesel stated that he was not able to thoroughly review the draft Architectural Style and Design Guidelines due to it being a large document and there was not enough time to review before today’s meeting. Chairman Kiesel stated that he would maybe suggest waiting to discuss this item until the Historic Preservation Board members had adequate time to fully review the document. All of the Historic Preservation Board members present during the meeting agreed that they did not have enough time to fully review the document thoroughly.
Mr. Parrish said that due to this being a grant funded project there are deadlines that need to be adhered to and he suggested that the Historic Preservation Board members go ahead and hear from the JMT Consultant, Sara McLaughlin as she is ready to go over the guidelines with the Board at today’s meeting. Mr. Parrish said that the Historic Preservation Board members will still have opportunity to review the document and provide comments back to city staff in time to be sent to the consultant for feedback and changes. Mr. Parrish said hearing from the consultant today will provide additional information and allow for any clarifications with the consultant instantly.
The Historic Preservation Board agreed to go ahead and hear from the consultant.
Sara McLaughlin with JMT made a presentation via TEAMS telecommunication.
The Historic Preservation Board members had discussion with city staff and JMT consultant, Sara McLaughlin regarding some of the following items:
- Adding Titusville specific incentives to the document
- Paint colors
- Do’s and Don’ts
- Possible suggestion for specific colors based on architectural styles
- Elaborating on how some architectural styles have specific colors
- HPB coming up with specific color palette
- Consultant suggested – guidelines that would suggest specific architectural styles having muted tones, earthy tones etc. but not having exact specific colors listed since this is a guideline
- Possible color scraping on structure to find the original colors used
- Stating this is a “living document” that can be developed over time
- Using Historic Preservation and not Heritage
- Changing out the picture of the Pritchard House
- Emphasizing the importance of paint, windows, and doors
- Making it simple for public to find easily what they are specifically looking for within the document since the document is large
- Including the encouragement of using salvageable materials such as brick, wood, flooring etc.
Mr. Parrish confirmed the deadlines that are outlined with the consultant for the project as follows:
- All comments need to be submitted back to JMT by March 31, 2023
- Feedback, comments, changes included into the document and provided back to the City of Titusville by JMT by April 21, 2023
- Additional comments, feedback, changes from the City of Titusville back to JMT by May 12, 2023
- Final version presented to City of Titusville from JMT by May 30, 2023
Mr. Parrish requested that the Historic Preservation Board members provide all of their comments to city staff no later than March 17, 2023 so that staff can consolidate all of the feedback and provide to JMT by the deadline of March 31, 2023.

Historic Preservation Board annual workshop
Mr. Ford gave an overview of this item.
Chairman Kiesel suggested that the Architectural Style and Design Guidelines manual be the main topic of the workshop.
The Historic Preservation Board members agreed to have a JMT representative join the workshop via TEAMS to give presentation and help answer any questions.
Discussion took place that once the Board has had a better opportunity to review the guidelines themselves they can decide if a particular section of the guidelines should be expanded upon during the workshop.
The Historic Preservation Board agreed to move forward with the workshop as outlined in the agenda packet.

Reports
Mr. Ford went over the staff report items.
Mr. Ford advised the Historic Preservation Board members that the property owner of 1318 Riverside Drive came to the city and inquired about a demolition permit. Mr. Ford said that this could be coming before the Historic Preservation Board in the future.
Chairman Kiesel requested that all members of the Historic Preservation Board respond to the Recording Secretary as to their availability to attend the meetings so that she can let the Alternate Members know if they are needed or not.
Secretary Adams asked if in the future, a large document for review is on the agenda, that a printed copy could be provided. Mr. Ford said yes, but only if specifically requested and picked up by the board member.
Secretary Adams requested that brochures and informational items also be provided in the lobby of City Hall during the month of May. Mr. Ford said that can be accommodated.
