The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday January 18, 2023 at 6:00 p.m.

Chairwoman Speidel called the meeting to order at 6:00 p.m. Present were Vice Chairman Richardson, Secretary Grant, Member Riley, Member Aton, Alternate Member Fayson, Alternate Member Childs and School Board Member Gilbert. Member Perez was absent.  Also in attendance were Principle Planner Eddy Galindo,  Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Member Riley made a motion to approve the minutes from the January 4, 2023 meeting. Vice Chairman Richardson seconded. There was a unanimous voice vote.

Accessory Dwelling Units

Mr. Galindo gave an overview of this item.

 

The Planning and Zoning Commission members discussed some of their concerns relating to the  accessory dwelling units ordinance such as dwelling units minimum and maximum, off street parking, setback requirements and the Indian River City Neighborhood requirements. 

 

Member Fayson said that the City of Palm Bay has an accessory dwelling units ordinance and said it would be beneficial for the City of Titusville to review it.

Member Fayson made a motion to recommend to City Council advisability on the Accessory Dwelling Units ordinance relating to the following: dwelling units minimum and maximum size, setback requirements and parking. A request was also made for staff  to provide a copy of the City of Palm Bay’s ordinance on accessory dwelling units to the Planning and Zoning Commission.

 

Member Aton seconded with a friendly amendment to also review the Indian River City Neighborhood section for consistency with the rest of the ordinance. The amendment was accepted by Member Fayson.

Tranquility Bay Phase 2 Sketch Plat

Mr. Galindo gave an overview of this item.

 

Rodney Honeycutt of 3700 S. Washington Avenue Titusville, Florida came to speak in favor of this item.

 

Gary Allen Jr. of 5150 N. Tamiami Trail Naples, Florida came to speak in favor of this item.

 

Mr. Galindo brought up that there are some proposed items that have been presented on page 13 of the agenda packet under the general data information and if any of these proposed items are approved the applicant will need to abide by them.

 

Mr. Honeycutt requested that the building pad size minimum be deleted from the proposed submittal under the general data on page 13 of the agenda packet. 

 

Stan Johnston of 860 Poinsettia Avenue Titusville, Florida came to speak neither for nor against this item.

Member Aton made a motion to approve the Tranquility Bay Phase 2 Sketch Plat with the deletion of any mention of the building pad size minimum. Member Fayson seconded.

Semi-Annual Report

The Planning and Zoning Commission accepted the semi-annual report and requested that it be provided to City Council as a written report.

Assistant City Attorney Farrell said that a few of the Commission member’s terms are going to be expiring and the City Clerk’s office will be contacting the members to request their intentions on being reappointed to the Planning and Zoning Commission.

 

Member Riley announced that she will not be asking for reappointment to the Planning and Zoning Commission. Member Riley thanked the Commission for having her and said that she believes the current Commission members are doing a great job. Member Riley also thanked city staff and let them know that they also do a great job. 

 

The Planning and Zoning Commission members conveyed to Member Riley that she will be missed and thanked her for her service on the Commission.

 

Chairwoman Speidel thanked Member Riley for serving on the Commission.  

 

Chairwoman Speidel wanted to personally thank Mr. Parrish and city staff who quickly researched the concerns that were brought up at the January 4, 2023 Planning and Zoning Commission meeting regarding the Tranquility Bay Phase 1 development. Chairwoman Speidel said she very much appreciated the detailed information that was provided to the Commission members.
