The Community Redevelopment Agency (CRA) of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, January 10, 2023.

Call to Order/Determination of a Quorum
Chairperson Diesel called the meeting to order at 5:30 p.m. Present were Chairperson Daniel Diesel, Vice-Chairperson Joe Robinson and Members Herman Cole, Jr. Col USAF Retired, Jo Lynn Nelson, Dr. Sarah Stoeckel and Greg Aker. Executive Director Scott Larese, Community Redevelopment Agency (CRA) Attorney Richard Broome, and Sr. Administrative Assistant Emily Campbell were also present. Sr. Administrative Assistant Emily Campbell completed the minutes of the meeting. Member Jim Ball was absent.

Invocation/Pledge of Allegiance
Chairperson Diesel asked for a moment of silence and then led the entire assembly in the Pledge of Allegiance to the Flag. Sr. Administrative Assistant Emily Campbell read the procedure for public comment.

Approval of Minutes
Motion:
Member Nelson moved to approve the minutes of the Community Redevelopment Agency meeting on Tuesday, November 22, 2022, as submitted. Member Cole seconded the motion.
The motion carried unanimously.

New Business
Commercial Beautification Grant for property located at 213 Broad Street - Executive Director Larese advised that the request was to approve the award of a Commercial Beautification Grant in the amount of $40,000 to Catbird 213, LLC for property located at 213 Broad Street.
The owner, Catbird 213, LLC, (Allen Kiesel, Architect) applied for the grant to make the following improvements:
- Replace seventeen windows
- Replace three (3) exterior doors
- Install new ADA ramp and deck
- Install new pervious concrete parking pad and ADA ramp landing
- Install a larger crawl space access
The listed items were eligible expenses in the Commercial Beautification Façade Improvement Program. The total cost of the low bid to do the proposed improvements minus estimated permit fees, which were not eligible for reimbursement was $84,390. The total amount of the reimbursement grant was 50% of the total, which comes out to the $40,000 maximum cap. Funds were available in the CRA Building Grants FY2023 budget to cover the grant amount.
The applicant, Allen Kiesel, stated that he was there to answer any questions, from the Community Redevelopment Agency.
Stan Johnston stated that in 2016, the building was purchased for about $86,000 and he did not believe the improvements were going to beautify the property. Mr. Johnston stated that he was not in support of this project.
Motion: Member Nelson moved to approve the award of a Commercial Beautification Grant in the amount of $40,000 to Catbird 213, LLC for property located at 213 Broad Street, as recommended. Member Stoeckel seconded the motion. The roll call vote was as follows:

Petitions and Request from the Public Present
Stan Johnston discussed an email that he sent to council regarding damages from Hurricane Ian, etc.
Executive Directors Report
Executive Director Larese submitted his written report and advised that all items were informational only.

Member Aker stated that some of the businesses in Downtown Titusville were having problems with their dumpsters only being emptied once a week, instead of twice a week.
Public Works Director Kevin Cook stated that two of the trucks were being repaired and the City only had one dumpster truck running, but the repairs should be completed this week. Public Works Director Kevin Cook stated that there were no other options due to no rentals being available.
