The Titusville Environmental Commission (TEC) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber located at 555 South Washington Avenue on Wednesday, June 15, 2022 at 5:30pm.

Vice Chairman Rice called the meeting to order at 5:30pm. Present were  Member Perez, Member Tucker, and Alternate Member Flis. Chairwoman Thompson, Member Yount, Member Myjak, and Alternate Member Young were absent. Staff present was Sustainability Planner Rachel Muller, and Recording Secretary Laurie Dargie.

Member Perez made a motion to approve the minutes from the May 11, 2022 meeting. Member Tucker seconded. There was a unanimous voice vote in favor.

Petitions & Requests from Public Present

 

Toni Shifalo of 715 Tropic Street Titusville, Florida came to speak. Ms. Shifalo thanked Vice Chairman Rice for presenting the Titusville Environmental Commission semi-annual report in person to City Council.

Old Business

 

Urban Forestry Plan (2013)

Ms. Muller gave an overview of this item.

 

Kay St. Onge of 2360 Maryland Avenue Titusville, Florida came to speak in favor of this item.

 

Bill Klein of 3 Indian River Avenue Titusville, Florida came to speak in favor of this item.

 

Discussion took place amongst the Titusville Environmental Commission members and staff regarding the three questions staff requested clarification on, on page 11 of the agenda packet.

Member Perez made a motion to take the 2013 Urban Forestry Survey, the Urban Forestry by US Government program (as discussed by Bill Klein) and the city’s public works street tree inventory that they maintain currently and combine all three to use as a baseline plan. The motion also includes delaying the recommendation to have the 2013 urban forestry survey going before City Council for approval so that a current baseline plan can be recommended to City Council. Member Flis seconded.

 

Discussion took place regarding the motion. 

 

Vice Chairman Rice requested that at the July 13, 2022 meeting that staff be prepared to be able to do research on the internet as a group in order to be more educated during discussions.

Tree List Technical Manual

Ms. Muller gave an overview of this item.

 

Vice Chairman Rice said he thought that Ms. Muller was going to combine the lists into one list for the Titusville Environmental Commission to review.  Ms. Muller said that she thought that the Commission was going to review all the lists and decide which species to eliminate. 

 

Marlys Breckle of 3 Indian River Avenue Titusville, Florida came to speak neither for nor against this item. Ms. Breckle said that she has a Keystone Species list that is very detailed and she can provide the list to Ms. Muller and the Titusville Environmental Commission as it would be informative and helpful.

Ms. Muller gave an overview of this item.

Vice Chairman Rice made a motion requesting to see the budget from the last five years for where the City of Titusville has spent two dollars per capita on the Tree City USA Standard #3 (Community Forest Program). The motion also includes a request to see how much is being put into the city’s Landscape Trust Fund annually. Member Perez seconded.

Vice Chairman Rice made a motion requesting staff to obtain tree board ordinances from three to five other municipalities that were created from Arborist Day recommendations so that the Titusville Environmental Commission can review their ordinances regarding tree boards. Member Perez seconded.

  1. Receive a map showing the locations of all outfalls to the Indian River Lagoon in the City of Titusville
  2. Receive the data from the previous two years (if done quarterly) to five years (if done annually) showing the stormwater monitoring being done already by the City of Titusville and how often it is being collected
  3. The amount that the city is budgeting annually for stormwater quality sampling
  4.  Request that the Stormwater Division give their recommendations on what water quality monitoring parameters that they collect or should be collected.
