The Community Redevelopment Agency (CRA) of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Wednesday, November 22, 2022.
Call to Order/Determination of a Quorum
Chairperson Diesel called the meeting to order at 5:30 p.m. Present were Chairperson Daniel Diesel, Vice-Chairperson Joe Robinson and Members Herman Cole, Jr. Col USAF Retired, Jo Lynn Nelson, Jim Ball, and Dr. Sarah Stoeckel. Executive Director Scott Larese, Community Redevelopment Agency (CRA) Attorney Richard Broome, and Sr. Administrative Assistant Emily Campbell were also present. Sr. Administrative Assistant Emily Campbell completed the minutes of the meeting. Member Greg Aker was absent.
This meeting was being held due to the meeting scheduled on November 8, 2022 was cancelled due to a weather event.
Invocation/Pledge of Allegiance
Chairperson Diesel asked for a moment of silence and then led the entire assembly in the Pledge of Allegiance to the Flag. Sr. Administrative Assistant Emily Campbell read the procedure for public comment.
Approval of Minutes
Motion:
Member Nelson moved to approve the minutes of the Community Redevelopment Agency meeting on Tuesday, October 11, 2022, as submitted. Member Cole seconded the motion.
The motion carried unanimously.

New Business
Work Order for Engineering Services for CRA Sidewalk Infill / ADA Project - Executive Director Larese advised that the request was for the Community Redevelopment Agency to recommend approval of the award of Work Order #DRMPPW002 to DRMP, Inc. in the amount of $75,000 to provide engineering consulting services including, but not limited to, GIS support, field review, meetings to create an infill masterplan and ADA review of the CRA district; and authorize the Mayor to execute the Work Order. Additionally, approve associated budget amendment.
The CRA and City wanted to create a connected sidewalk network within the Community Redevelopment Agency (CRA) district and this project would create the concept/planning level review of the network. Additionally, the consultant would review the ADA deficiencies in the existing sidewalk network.
Stan Johnston stated that sidewalks were previously built without an engineering drawing in Titusville and he did not support this item.
Motion: Member Nelson moved to recommend approval to council for the award of Work Order #DRMPPW002 to DRMP, Inc. in the amount of $75,000 to provide engineering consulting services including, but not limited to, GIS support, field review, meetings to create an infill masterplan and ADA review of the CRA district; and authorize the Mayor to execute the Work Order. Additionally, approve associated budget amendment, as recommended. Member Ball seconded the motion. The roll call vote was as follows:

Work Order for Engineering Services for Whiteway Lighting Project - Executive Director Larese advised that the request was to recommend approval of the award of Work Order #DRMPPW003 to DRMP, Inc. in the total amount of $60,000 to provide engineering consulting services including, but not limited to, conceptual design, cost estimate, phasing and presentation of findings to the CRA and City Council; and authorize the Mayor to execute the Work Order.
Vice-Chair Robinson asked if the work order was only for the conceptual process, not the purchase of the poles and lights. Public Works Director Kevin Cook stated that the work order was for a permittable light system, not the actual purchase of the poles and lights. The new light system would follow the Department of Transportation’s (DOT) restrictions of the medians.
Member Nelson asked if it was difficult to find parts for the lighting system that the City currently had. Public Works Director Kevin Cook stated that the replacement parts for the current lighting system had to be custom made.
Public Works Director Kevin Cook stated that the Department of Transportation’s (DOT) current standards did not allow for lighting to be in the median. Part of this project would provide the City with alternative ways to light the roads within the DOT rights-of-ways that followed current DOT standards.
Vice-Chair Robinson asked if the City charged the individuals who struck the poles. Public Works Director Kevin Cook stated that if the accidents were reported then the City collected money from the responsible individual’s insurance company, but the accidents were not always reported to law enforcement.
Stan Johnston stated that Public Works Director Kevin Cook was doing great things for the City of Titusville and was in support of this item.

Petitions and Request from the Public Present
Stan Johnston stated that the lift station at the end of Carrol Avenue had sand bags surrounding it. Mr. Johnston discussed sewage spills, etc.
Executive Directors Report
Executive Director Larese submitted his written report and advised that all items were informational only.
Member Ball thanked Council and the Community Redevelopment Agency for allowing him to attend the Florida Redevelopment Conference and recommended that other members attended in the future. Member Ball stated that other Cities across Florida shared similar issues and concerns especially in community redevelopment. Member Ball stated that affordable housing was an epidemic across the state of Florida and he spent a lot of time in the workshops that discussed it.
