The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday November 16, 2022 at 6:00 p.m.

Chairwoman Speidel called the meeting to order at 6:00 p.m. Present were Vice Chairman Richardson, Secretary Grant, Member Perez, Member Rice, Member Aton, Member Riley, and School Board Member Gilbert. Member Fayson and Alternate Member Childs were absent. Also, in attendance were Community Development Director Brad Parrish, Assistant City Attorney Chelsea Farrell, and Recording Secretary Wendy Van Cott.

Secretary Grant made a motion to approve the minutes from the October 19, 2022 meeting. Member Aton seconded. There was a unanimous voice vote in favor.

Rezoning REZ #2-2022 Skyline

Mr. Parrish gave an overview of this item.

 

Victor M. Watson of 3490 N. US1 Cocoa, Fl. came to speak in favor of this item. 

 

Discussion took place amongst the Planning and Zoning Commission members and staff.

Vice Chairman Richardson made a motion to table Rezoning #2-2022 until it’s evident both applicants agree on it and that we have everything we need. Member Riley seconded.

Stan Johnston of 860 Poinsettia Ave. Titusville, Fl came to speak neither for nor against this item.

 

Discussion took place amongst the Planning and Zoning Commission members and staff.

Member Rice made a motion to approve the Site Development Permit Expiration ordinance with the following changes:

 

  • The two years goes to three years.
  • The Titusville technical specifications and details must be updated to the most current at the time of permitting.
