November 23, 2021
The City of Titusville City Council met in regular session on Tuesday, November 23, 2021, at Titusville Fire and Emergency Services, second floor, Multipurpose Room, 550 South Washington Avenue, Titusville, Florida 32796. Mayor Diesel called the City Council meeting to order at 5:30 p.m.
Those present in the Multipurpose Room included Mayor Daniel E. Diesel, Vice-Mayor Jo Lynn Nelson, City Council Members Robert L. Jordan, Jr., Joe C. Robinson, and Dr. Sarah Stoeckel. City Manager Scott Larese, City Attorney Richard Broome, and Assistant City Clerk Jolynn Donhoff, who completed the minutes of the meeting.
Mayor Diesel requested a moment of silence. He then led those present in the Pledge of Allegiance to the Flag. Assistant City Clerk Jolynn Donhoff read the procedures for public comment and participation.
SPECIAL RECOGNITIONS & PRESENTATIONS
Infill Development – No action was requested. Planning Department Manager Brad Parrish gave a presentation on issues related to developing on infill lots, which also provided information on case studies, community need, apartments, conclusions, etc.
Council and staff discussed Council’s questions on neighbors near multifamily residences, getting the public’s input, public hearing procedures, residential projects being located near each other, ensuring the Land Development Regulations were followed, design for projects, processes followed for administrative waivers, concern for parking along narrow streets and concern for accidents (Elizabeth Street used as an example), landlocked property and legal access, providing families privacy, aesthetics, housing availability changed, having more trees and shade, where this type of development was appropriate, etc.
Titusville Sustainability Action Plan - No action was requested. Sustainability Planner Rachel Muller gave a presentation on behalf of the City's Consultant for the Sustainability Action Plan, S&ME of Orlando, which provided information on efforts to draft a City Sustainability Plan, exploring sustainability and definitions, three pillars to identify and manage (social equity, economy, and environment), past and ongoing efforts, current project scope and phases, public engagement opportunities, etc.
Letters of Appreciation - City Manager Larese highlighted a list of employees that recently received letters of appreciation, as followed:

PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT
Stan Johnston distributed information. He expressed concern on infill development and whether stormwater management areas near Elizabeth Street were being maintained. He also discussed whether the City was taking responsibility for a road in or near the area of Elizabeth Street.
With no further business to discuss, the meeting adjourned at 6:15 p.m.
