October 26, 2021
The City of Titusville City Council met in regular session on Tuesday, October 26, 2021, at Titusville City Hall, second floor, Council Chamber, 555 South Washington Avenue, Titusville, Florida 32796. Mayor Diesel called the City Council meeting to order at 5:30 p.m.
Those present in the Council Chamber included Mayor Daniel E. Diesel, Vice-Mayor Jo Lynn Nelson, City Council Members Robert L. Jordan, Jr., Joe C. Robinson, and Dr. Sarah Stoeckel. City Manager Scott Larese, City Attorney Richard Broome, and City Clerk Wanda Wells were also present. Assistant City Clerk Jolynn Donhoff completed the minutes of the meeting.
Mayor Diesel requested a moment of silence. He then led those present in the Pledge of Allegiance to the Flag. City Clerk Wanda Wells read the procedures for public comment and participation.
SPECIAL RECOGNITIONS & PRESENTATIONS
Disability Employment Awareness Month - City Manager Larese highlighted the information provided in the Council agenda packet. Ms. Delaina Parrish distributed and provided information on diversity employment inclusion. Mayor Diesel and the other Councilmembers applauded and thanked Ms. Parrish for championing disability employment inclusion awareness. No action was required.
Proclamation - Disability Employment Awareness Month – City Manager Larese highlighted the information provided in the Council agenda packet. Mayor Diesel presented a proclamation proclaiming October as Disability Employment Awareness Month, which was accepted by Ms. Delaina Parrish. No action was required.
Proclamation - Veteran's Small Business Week - City Manager Larese highlighted the information provided in the Council agenda packet. Mayor Diesel presented a proclamation proclaiming November 1-5, 2021 as Veteran's Small Business Week, which was accepted by Mr. Stu Smith of the Florida Association of Veteran Owned Businesses (Space Coast). No action was required.
Proclamation - Care and Kindness Week - City Manager Larese highlighted the information provided in the Council agenda packet. Mayor Diesel presented a proclamation proclaiming November 7-14, 2021 as Care and Kindness Week, which was accepted by several representatives of the Riverview Pilot Club. No action was required.
American Rescue Plan Act (ARPA) Request for Proposal - Supportive Services Presentations - City Manager Larese highlighted the information in the Council agenda packet. Presentations would be provided at this meeting from non-profit agencies applying for American Rescue Plan Act (ARPA) funding to provide supportive services. No action was required at the meeting.
City Manager Larese advised that on July 13, 2021, City Council approved the Neighborhood Services Department portion of the City's ARPA grant program. This approval included allocating $250,000 for supportive services programs provided by non-profit organizations.
On July 23, 2021, the Neighborhood Services Department issued a Request for Proposal (RFP) to interested agencies to provide eligible services that respond to the impacts of COVID-19 (pandemic) on the community. Eligible service categories in accordance with the interim ARPA rule included:
- Address public health and economic impacts
- Funding community health workers to help community members access health services and services to address social determinants of health.
- Funding public benefit Navigators to assist community members with navigating and applying for available public benefits or services related to COVID-19.
- Housing services to support healthy living environments conducive to mental and physical wellness, and
- Evidence-based community violence intervention programs to prevent violence and mitigate the increase in violence during the pandemic.
- Responding to negative economic impacts
- Assistance to unemployed workers, including services like job training to accelerate rehiring of unemployed workers.
- Assistance to households facing negative economic impacts due to COVID-19 including food, rent, mortgage, or utility assistance, and
- Counseling and legal aid to prevent eviction or homelessness.
- Build stronger communities through investments in housing and neighborhoods
- Services to address homelessness such as supportive housing.
- Improve access to stable, affordable housing among unhoused individuals, and
- Residential counseling, or housing navigation assistance to facilitate household moves to neighborhoods with high levels of economic opportunity and mobility for low-income residents, to help residents increase their economic opportunity and reduce concentrated areas of low-income opportunity.
- Address educational disparities and promote healthy childhood environments
- New, expanded, or enhanced early learning services.
- Evidence-based educational services to address the academic needs of students, and
- Evidence-based practices to address the social, emotional, and mental health needs of students.
Next, eligible households to receive services under the Request for Proposal (RFP) included:
- Households where one or more members have qualified for and receives unemployment benefits as a result of COVID-19.
- Households that have experienced a loss or reduction of income, or has a disproportionate economic harm due directly to the pandemic as a result of COVID-19, or
- Households where one or more members can demonstrate a risk of experiencing homelessness or housing instabilities as a result of COVID-19
On September 3, 2021, the department received five (5) responses to its RFP, as followed:

The City's American Rescue Plan Act (ARPA) Third-Party Auditor had found each RFP generally eligible under the grant Interim Rule. Final review of the RFPs would be performed by the Neighborhood Services staff to ascertain activity need and justification, cost reasonableness and effectiveness, management and implementation, agency experience and performance, and application completeness. Staff would provide its funding recommendations at a future City Council meeting.
Based upon the requests, it was noted that in order to consider fully funding each proposal, a redistribution of program funding would need to occur within the Neighborhood Services Department ARPA budget. At full funding, there would be a shortfall of approximately $260,000. Staff would provide an analysis of the program budgets and make adjustment recommendations, if warranted, at the aforementioned funding recommendation meeting.
Neighborhood Services Director Terrie Franklin invited the representatives of the following five responding agencies to individually provide presentations on their requests for funding.
- Boys and Girls Club of Central Florida
- G.R.O.W. or Grow Non-profit Services (distributed information)
- Catholic Charities of Central Florida (distributed information)
- Christian Life Center Academy (information distributed by staff)
- North Brevard Charities Sharing Center (distributed information)
There were no additional presentations. Staff would provide its funding recommendations at a future City Council meeting and for Council’s consideration.
Community Development Districts - Attorney Ken Artin distributed information and gave a presentation on Community Development Districts (CDDs). No action was required.
Brief Council discussion ensued with Mr. Artin on the pertinent laws, a CDD was allowable only if Council adopted an ordinance allowing a CDD or an independent special district, pros and cons of CDDs, financial risks to property owners and developers, all involved governing bodies and their role(s), infrastructure responsibilities and costs, treasury and budgeting processes, etc.
Letters of Appreciation - City Manager Larese highlighted a list of employees that recently received letters of appreciation, as followed:

Community Development Department – Development Specialist Lori Roberts
Police Department – Police Officer Willie J. Taylor
PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT
Stan Johnston distributed information and reviewed engineering related items that he was displeased with that he advised were related to a prior sewer spill at Sand Point Park.
With no further business to discuss, the meeting adjourned at 7:30 p.m.
