NOTICE
All persons who anticipate speaking on any Public Hearing item must fill out an Oath Card to be heard on that agenda item and sign the oath contained thereon. These cards are located on the table near the entrance to the Council Chamber or may be obtained from the Recording Secretary. This meeting will be conducted in accordance to the procedures adopted in Resolution #24-1997.
Those speaking in favor of a request will be heard first, those opposed will be heard second, and those who wish to make a public comment on the item will speak third. The applicant may make a brief rebuttal if necessary. A representative from either side, for or against, may cross-examine a witness.
Anyone who speaks is considered a witness. If you have photographs, sketches, or documents that you desire for the Commission to consider, they must be submitted into evidence and will be retained by the City. Please submit such exhibits to the Recording Secretary.

C. Provide direction to staff on the creation of a rack/business card with a list of City of Titusville historic resources web site URL and app references.
D. Advisability on creating a fee for Certificate of Appropriateness (COAs) applications.
(8) REPORTS
E. Staff will provide updates on items pertaining to the Historic Preservation Board.
(9) ADJOURNMENT
Any person who decides to appeal any decision of the Historic Preservation Board respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped person, pursuant to Chapter 286.26 Florida Statutes, should at least 48 hours prior to the meeting, submit a written request to the chairperson of the meeting that the physically handicapped person desires to attend.
The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session in the Council Chamber at City Hall, located at 555 South Washington Avenue on Tuesday, July 6, 2021 at 1:00 p.m.

Vice Chairman Petyk called the meeting to order at 1:00 p.m. Present were Member Jonas, Member Green, Member Gaetjens, and Alternate Member Shifalo. Chairman Kiesel, Secretary Adams, Member Foster, and Alternate Member Caramanna-Collins were absent. Also attending was, Redevelopment Planner Tim Ford and Recording Secretary Laurie Dargie.

Alternate Member Shifalo motioned to approve the minutes from the June 7, 2021 meeting. Member Jonas seconded. There was a unanimous voice vote in favor.

Historic Preservation Board 2021 Annual Workshop
Mr. Ford gave a brief review regarding the workshop agenda and also an update as to the fee negotiation with Ms. Oldham.
Discussion took place amongst the Historic Preservation Board members regarding the 2021 workshop.
Vice Chairman Petyk said she would like for Ms. Nelson to have more than just ten minutes to speak about the Carter House. Vice Chairman Petyk will speak to Ms. Nelson to see how much time she would like to have for the presentation on the Carter House and report back at the next meeting.

New Business
Discussion on designing rack/business cards for City of Titusville historic resources
Discussion took place amongst the Historic Preservation Board members regarding the need for a rack/business card in order to provide an easy handout with information on the Explore Historic Titusville mobile app and the City of Titusville’s Historic Preservation Board’s website etc.

Member Shifalo made a motion to approve moving forward with asking Brandt & Ronat for a design to be done for a 4”x9” rack card. Member Jonas seconded. There was a unanimous voice vote in favor.

Advisability on creating a fee for Certificate of Appropriateness
Mr. Ford gave an overview of this item.
Discussion took place amongst the Historic Preservation Board members regarding whether or not to pursue establishing a fee for the Certificate of Appropriateness application. It was decided to review this again in one year.

Reports
Mr. Ford went over the reports that were provided in the agenda packet.
Member Shifalo volunteered to present the Historic Presentation Board’s semi-annual report to the City Council in person at the July 13, 2021 City Council meeting.
