April 27, 2021
The City of Titusville City Council met in regular session on Tuesday, April 27, 2021, at Titusville City Hall, second floor, Council Chamber, 555 South Washington Avenue, Titusville, Florida 32796. Mayor Diesel called the City Council meeting to order at 5:30 p.m. Those present in the Council Chamber included Mayor Daniel E. Diesel, Vice-Mayor Jo Lynn Nelson, City Council Members Robert L. Jordan, Jr., Joe C. Robinson, and Dr. Sarah Stoeckel. City Manager Scott Larese, City Attorney Richard Broome, and City Clerk Wanda Wells. Senior Administrative Assistant Emily Campbell completed the minutes of the meeting.
Mayor Diesel requested a moment of silence. He then led those present in the Pledge of Allegiance to the Flag. City Clerk Wanda Wells advised that a citizen’s email was distributed to the Council that, per the citizen, addressed all of the meeting’s agenda items.
SPECIAL RECOGNITIONS & PRESENTATIONS
City Manager Scott Larese recommended council to consider agenda item No. 4 C – Certificates of appreciation – Astronaut High School as their first agenda item.
Motion: Member Jordan moved to modify the agenda as requested. Vice-Mayor Nelson seconded the motion and it carried unanimously.
Certificates of Appreciation – Astronaut High School – Coach Dexter Deese, City Manager Scott Larese and Mayor Diesel awarded the boys and girls bowling team with their certificates. Head Coach Kyle Gilroy, City Manager Scott Larese and Mayor Diesel awarded the boys basketball team with their certificates.
FY 2020 City Comprehensive Financial Audit Report (CAFR).
Zach Chalifour, from James Moore Certified Public Accountants and Consults presented the Annual Audit for the Fiscal Year 2020. The presentation included a Certificate of Achievement for Excellence in Financial Reporting, Auditors’ Reports, General Fund, Business-Type Funds, Pension and OPEB Funds.
No action was required.
Letters of Appreciation
City Manager Scott Larese read names of employees that received letters of appreciation.
Letters of appreciation were awarded to Administrate Assistant Kristen Asbury from the Building Department, Planner Tracy Davis from Neighborhood Services, Director Terrie Franklin from Neighborhood Services, Senior Manager Eddy Galindo from the Planning Department, Planning Technician Mark Jones from the Planning Department, Candy Flower collection specialist, and Matt Hickson from the Water Reclamation Department.

Police Department Spotlight – Police Chief John Lau played a video highlighting different areas of the Titusville Police Department including, Administrative Bureau, Training Section, Records Section, Recruitment, Operations Bureau, Traffic Section, Crime Scene Investigator, Code Enforcement Division, 911 Telecommunications Section, and School Resource Officer Program.
Police Chief Joh Lau explained his three top issues are recruiting, overdose calls, and juvenile and young adult crime.
The council thanked the Police Chief as well as the whole Titusville Police Department and discussed the issue of retainment.
Member Stoeckel requested a weekly crime report to assist the City Council during the budget process. Police Chief Lau advised that he will work with the City Manager to provide a report to Council.
PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT
Stan Johnson expressed that he would like to be able to sit down and meet with the City Manager, City Council, or Mayor.
With no further business to discuss, the meeting adjourned at 6:53 p.m.
