Stormwater Utility
Lorraine Guise Stormwater Utility Administrator
A division of the Water Resources Department, Titusville’s Stormwater Utility is a separate service unit within the City. Established in 1990, this utility is responsible for planning, operating, constructing, and maintaining the stormwater system.
The main focus of the utility is to reduce flooding and improve water quality in compliance with all state and federal standards for stormwater management. With this fous in mind, Stormwater has taken the lead on several capital projects.
Staffed with 14 full-time employees, the Stormwater Division manages and maintains 38 miles of canals and ditches; 50 miles of pipes; 2,000 inlets and junction boxes; 40 ponds, lakes and dry retention areas; and 6 weirs and control structures.
One of the most important functions performed by the Stormwater Utility is the development of a master plan for each of the City’s 8 major watershed areas. During this process, watersheds are modeled to clearly define their runoff boundaries. Problem areas within each watershed are defined and improvements are developed. Through this engineering analysis, capital projects are recommended that will provide flood control, improve water quality, and increase aquifer recharge.
