CAUTION: The City of Titusville has received several complaints from citizens in reference to receiving fraudulent telephone calls from subjects claiming to be with the utility department. If you receive a telephone call of this nature and are unsure about the origin of the call, please immediately hang up and contact your local law enforcement agency for further assistance.

Deputy Chief Todd Hutchinson

Deputy Chief Todd Hutchinson oversees the Operations Bureau, which includes the Patrol Division and Investigations Division. 

Todd joined our agency in 1994 after serving as a police officer in the State of Massachusetts. He was promoted to Detective in 1996, Master Officer in 2002, Sergeant in 2004, Lieutenant in 2007, Major in 2011, Commander in 2014, and Deputy Chief in 2016.

Todd holds a Master's Degree in Public Administration from the Florida Institute of Technology. He obtained a Bachelor's Degree in Business Administration from Warner University,  and an Associate's Degree in Criminal Justice from Eastern Florida College.

He is a graduate of the FBI National Academy, 240th Session in Quantico, Virginia; Florida Department of Law Enforcement (FDLE's) Leadership Academy, Tallahassee, Florida; and The FBI LEEDA Command Institute Session 21.

Todd currently serves as the Executive Director of the Titusville Police Youth Foundation, and serves on the Board of Directors for the Titusville Chamber of Commerce.
