The City of Titusville, Florida / Water Resources / Utility Bill Basics: Charges, Meters, Rates, & Usage / Understanding the Charges

In addition to charges for water service, your monthly City of Titusville water bill (Water/Sewer/Solid Waste Services bill) can include charges for sewer, reclaimed water, trash, fire hydrants, recycling; franchise fees for trash and recycling; and a public service tax.

Fixed monthly charges. Fixed charges based on the actual costs to provide you with water and sewer service. These cost includes billing, meter reading, debt service, system maintenance, pipeline replacement, and future water supply needs. Fixed charges stay the same from month to month and are payable whether or not water is used.

Usage charges. Variable charges based upon the variable costs to provide you with water and sewer service. These costs include the electricity and chemicals used in treating and distributing water and treating and collecting wastewater. Usage charges will vary with consumption.

Public service tax. A 10 percent utility tax applied only to the water charges. This tax also appears on bills for metered or bottled gas, electricity, and fuel oil.
