How to change Internet Explorer properties
Launch Internet Explorer and click on the Tools TAB to select Internet Options.
Internet Options will open to General TAB and you will need to click the Advanced TAB.
Scroll to the bottom and mark the box for “Use TLS 1.0” option and click the Apply box.
Now click the OK box to close out of Internet Options and try to re-open the Online Bill Pay webpage.
