The City of Titusville Neighborhood Services Department is seeking interested parties to participate in the development of the City’s Neighborhood Revitalization Strategy Area (NRSA) plan, under the federal Community Development Block Grant (CDBG) program provided by U.S. Department of Housing and Urban Development (HUD).
HUD encourages jurisdictions to adopt a NRSA as a way to target CDBG grant resources in support of community revitalization efforts, and create comprehensive-based initiatives that seek to create partnerships among federal and local governments, the private sector, community organizations, and neighborhood residents. A NRSA can create opportunities in distressed neighborhoods by stimulating the investment of human and economic capital and by economically empowering low-income residents.
The goal is to develop a plan that addresses affordable housing and economic opportunity needs, as well as other long-term community improvements. As part of the development and adoption of the NRSA, the City desires to consult with all community stakeholders that reside or provide services within the proposed NRSA (as shown above), which include affected residents including public housing residents, owner/operators of businesses and financial institutions, Community-Based Development Organizations, non-profit organizations, and community groups.
The consultation with community stakeholders would begin at the planning stage and carry through implementation and management during the five-year Plan period.
If you reside, work, or provide services in the proposed NRSA (highlighted areas shown above); the City welcomes and encourages you to participate in the development of the City’s NRSA plan.
The staff of the Neighborhood Services Department anticipates beginning the planning stage of the NRSA in early 2018, with the implementation stage finalizing in early 2019.
